of Police of breaches of the regulations, disobedience to lawful orders and any other breaches of discipling or neglect of duty. Section 6 provides for the punishment of more serious offences by the magistrate.

Section 5 gives the Captain Superintendent of Police power to delegate his owers to any Deputy or Assistant Superintendent of Police of the Force.

This is intended to enable such subordinate officers to take de falters par- - ades and to issue departmental orders.

Section 5 of the principal Ordinance provides that the Reserve is to be under the control of the Captain Superintend- ent of Police and such other officers of the Honglong Police Reserve as the Governor may appoint in that behalf. The Hongkong Police Reserve Force quickly reached such dimensions that it was necessary that it should have officers of its own, and while the Force is still under the ultimate control of the Captain Superintendent of Police the other officers are police not members of the regular/force. It therefore seemed ad- visable to amend the above section so as to make it/consonant with the present arrangement.

Section 8 makes an amendment which is consequential on section 10. The latter section is referred to below.

Section 9 repeals section 9 of the principal Ortinance which is now unnecessary.

Section 10 of the principal Ordinance was worded in an ambiguous and awkward manner. It was practically copied

from section 15 of the Volunteer Reserve Ordinance, 1910, which again, I believe, was taken from a West Indian Ordinance,
